Metric: Explicit and active consideration of short- and long-term climate change in the governance arrangements, e.g. in the setting of total allowable effort/catch, stock assessment, or provisions to reduce the fishery's contribution to climate change. Indicates whether climate change risks are formally considered in fishery management decisions.

Metric: Presence/absence of compliance assessment and enforcement of compliance. Indicates whether compliance is actively monitored and regulations are enforced.

Metric: Presence/absence of explicit provisions for adaptive management in the governance arrangements, e.g. measures for adaptability/elasticity in order to respond to crises (e.g. public heath) or a need for change in total allowable take/effort. Indicates whether management arrangements can be adjusted in response to changing conditions or unexpected events.
