- Step 1: Determine whether a formal management plan or other type of less formal management regime is in place for the fishery. If no plan/regime is found, determine the jurisdiction (state/territory/commonwealth) in which the fishery operates. Identify the jurisdiction management plan/regime for commercial fishing. Step 2: Determine whether the plan/regime contains explicit provisions for adaptive management, i.e. do the overall governance arrangements contain any measures for adaptability/elasticity in order to respond to crises (e.g. public heath) or a need for change in take/effort? Step 3: If explicit provisions for elasticity/adaptability are found in the fishery or jurisdiction management plan/regime, report "Presence" and the data's year of provenance and/or publication (for the most recent source) where available. Otherwise, report "Absence" and the year of data collection for the framework.
