Metric: Presence/absence of defined and publicly available decision rules for determining total allowable catch (TAC) or effort controls for one or more of the target species. Indicates whether transparent rules exist for setting catch limits or fishing effort controls.

Metric: Presence/absence of the institutional implementation of good processes (engagement, co-management, and/or reporting) governing decision-making in the jurisdiction (state/territory or Commonwealth) in which the fishery operates. Indicates whether engagement, co-management, reporting, or other good governance processes are in place.
