- Step 1: Determine the jurisdiction (state/territory/commonwealth) in which the fishery operates. From this, determine the main state or territory from which the fishery operates and the total area of state/territory waters. Step 2: Determine whether there are any zoning schemes in the fishery's jurisdiction that explicitly delineate areas where commercial fishing is permitted and follow the relevant path from the options below: - If no zoning schemes exist, report "Data not found" and the year of data collection for the framework. - If zoning schemes exist and no areas explicitly permit fishing, report "0%" and the year of data provenance. The assumption in this case is that fishing is permitted because it hasn't been excluded (i.e. via MPA protection) rather than there being formal permission to fish in explicit zones. - If zoning schemes exist and the areas of zones where fishing is permitted are not provided, report "Zoning present, area size unknown" and the year of data provenance. - If zoning schemes exist and the areas of zones where fishing is permitted are provided, sum the areas to obtain the total size of jurisdictional waters allocated to commercial fishing. Check for any spatial overlap of these zones to avoid double counting. Report the percentage of the total area of jurisdictional waters allocated to commercial fishing and the year of provenance and/or publication of the zoning data used in the calculation where available. Note: Due to the Australian marine spatial allocation practices (i.e. few to no zones explicitly permit commercial fishing), most jurisdictions will have a result of 0%.
