IND215 - Healthcheck: Fishery capacity utilisation
Metric: Ratio of the level of actual fishing output to allowable fishing output, i.e. the ratio of actual fishing catch/effort to total allowable catch/effort (TAC or TAE). Where unavailable, the ratio of the number of active fishing licences to total number of fishing licences in the fishery. (%)
Measures how much of the available catch or effort allocation is being used. This indicates the extent to which the fishery resource is being utilized.

- Step 1: Determine whether the fishery is managed by total output (total allowable catch - TAC) or input controls (total allowable effort - TAE). Step 2: Identify a source and extract data on: - Annual total reported fishing output (catch OR effort) for the most recent year available for the fishery. - Annual TAC or TAE for the most recent year available for the fishery. Step 3: If these data are not available, extract data on: - Total number of fishing licences for the most recent fishing year reported for the fishery. - The total number of those fishing licences active within the most recent fishing year reported for the fishery. If no data are available for the fishery, report "Data not found" and the year of data collection for the framework. Step 4: Calculate the ratio of: - For the preferred data: [Annual fishing output]/[TAC OR TAE] - For the alternative: [Active fishing licences]/[All fishing licenses] Step 5: Report the calculated ratio and the data’s year of provenance and/or publication where available.
