The continuation of Australian Fisheries Healthcheck has been supported by the Fisheries Research and Development Corporation (FRDC) on behalf of the Australian Government (Project 2023-024) and the DAFF Ag Traceability Uplift – Responsible fisheries – Activating a comprehensive Ecological, Social, and Governance (ESG) reporting data system to uplift sustainability traceability. The project ran from 2023-2026.

Step 1: Search for any type of online data about fishing licenses/units in the fishery, including fishing entitlement or quota unit, as reported by any of the following: - Fishery management agency - Government licensing entity - Online broker business. Alternatively, request the data directly from the relevant management agency. If data about the entities and fishing licence holdings are not publicly available and comprehensive and cannot be obtained by other means, report "Data not found" and the year of data collection for the framework. Step 2: Determine: - The total number of licences/units available in the fishery for the most recent available year. - The total number of entities holding fishing licences/units and the number of licences/units each entity holds. Step 3: For each license-holding entity, determine the number of licenses/units held by non-Australian-based entities. This is undertaken by searching the ABN lookup database - https://abr.business.gov.au/ - using the entity name and ABN. If the entity is not identified in the search at all, or as not having an Australian business address, then the entity is classified as 'Non-Australian'. Step 4: Calculate the proportion of total fishing licence/unit holdings held by Australian entities. Step 5: Report the percentage of fishing units held by Australian entities and the data’s year of provenance and/or publication where available. Note: Due to limited public data availability, direct data requests are likely to be required for most fisheries. In this version of Healthcheck, this indicator output will be "Data not found" for most fisheries.
